The “United” States of America is an adjective describing a continent composed of sovereign states and two other land masses (states) not connected to the Americas. This United States of America consists of the fifty states that have all been incorporated into the Union of the United States of America. This is clearly indicated by the fifty stars on the flag of the United States of America.
The “UNITED STATES,” on the other hand, is a noun, “federal entity” defined at 18 USC §5 by the “places” over which it has political jurisdiction. This jurisdiction is clearly and unequivocally accorded to the United States under Article 1, §8, Clause 17 of the Constitution. This jurisdiction is limited to the district (not exceeding ten square miles) for the seat of government (District of Columbia) and to other “federal territories”, “federal enclaves” and “federal islands” which may lie within the external borders of any of the fifty American states.

Note that a person must be a foreigner to be protected from acts done under the guise of the law. This means that a government official or official who violates your natural rights protected by the federal and/or state constitution may be imprisoned; moreover, the state itself is not immune from such acts. Any foreign mail carried through the territory of the United States under the Act is United States mail, and any interference with, or offense related to, such mail is punishable as if it were United States mail.
