There is a largely unknown, patented system to (among other things) control and change the weather and climate in a targeted manner at any location. The European Parliament already had one on January 14, 1999 Report on the military use of HAARP for targeted manipulation of weather and climate, the change / destruction of the environment, the impact on people and other harmful applications published.

HAARP - A climate-damaging weapon system
On February 5, 1998, the European Parliament's Security and Disarmament Sub-Committee held a hearing on, among other things, HAARP. Representatives from NATO and the United States had been invited but did not attend the hearing. The Committee regrets that the US did not send a representative to answer questions and take the opportunity to comment on the material submitted.(22)
HAARP, the High Frequency Active Auroral Research Project, is jointly conducted by the United States Air Force and the University of Alaska Geophysical Institute, Fairbanks. Also in Norway (ICECAT) Similar investigations are ongoing, also in Antarctica and also in the former Soviet Union.(23) HAARP is a research project that uses a ground-based system with a network of antennas, all of which are equipped with their own transmitter, to create parts of the ionosphere(24) be heated with strong radio waves. The energy generated heats certain parts of the ionospherewhich can also create holes in the ionosphere and artificial “mirrors”.
HAARP can be used for many purposes. By manipulating the electrical properties in the atmosphere, control tremendous forces. Will this be called military weapon used, the consequences for the enemy can be disastrous. With HAARP, a well-defined area can be charged a million times more with energy than with any other conventional energy source. The energy can also be aimed at a moving target, including enemy missiles.
The project also enables better communication with submarines and the manipulation of global weather conditions. But the opposite, a disruption of communication, is also possible. Manipulating the ionosphere can disrupt global communication, while the user's communication links are maintained. Another use of the system is a X-ray of the earth down to a depth of several kilometers (earth-penetrating tomography), to track oil and gas fields, but also underground military installations. Another use of the HAARP system is radar, which can look over the horizon and detect objects at great distances. This allows approaching objects to be made out beyond the horizon.
The United States has carried out atomic explosions in the Van Allen Belt since the 50s(25)in order to research the effects of the resulting electromagnetic impulse at such a great height on radio links and the functioning of radar systems. These explosions created new magnetic radiation belts that ran around almost the entire earth. The electrons moved on magnetic field lines and created an artificial northern light over the North Pole. These military attempts create the danger that the Van Allen Belt will be seriously disturbed for a long time. The earth's magnetic field can expand over large areas and make radio communications impossible. According to American scientists, it can take hundreds of years for the Van Allen Belt to return to its normal state. HAARP can cause changes in climatic conditions. The system can also affect the entire ecosystem, especially in the sensitive Antarctic.
Another serious consequence of HAARP is that Holes in the ionospherecaused by the strong waves going upwards. The ionosphere protects us from incident cosmic rays. There is hope that the holes will close again, but experiences with changes in the ozone layer point in the opposite direction. The protective ionosphere therefore has large holes.
