So what did they do? They created a means to "legalize" their wrongful and illegal demands.
Who made this request? The Federal Reserve Board of Governors. So who owes you a remedy? The Federal Reserve Board of Governors.
And, unsurprisingly, it is whoever issued the appeal — not the state or state legislature, not the county, and not even the federal government. Therefore, generally none of those responsible for administering the state statutes know anything about it.
The remedy, dubbed "Regulation Z," is provided by the Federal Reserve Board of Governors, now known as JPMORGAN BANK.

For those who have been implicated in this "Gift Collateral Scheme," I suggest that they make a formal "application for reduction" to the Secretary of State or, in some states, the Lieutenant Governor. You can also show them to any prosecutor, defense attorney, court official, or judge involved in a proceeding against your interests. Spread this information widely. Make enough people aware of what happened here that they no longer have the opportunity to portray you as some kind of weirdo while committing crimes against you/us.
Remind yourself that they, in this case the Federal Reserve Board of Governors, must remedy the situation or they are the criminals. Not you/we.
